Pastor Elaine D. McCarty, founder of Heal Our City Inside-Out Ministries, was born in Chicago, IL, and began her pastoral mission in 1982 under Apostle Joe Lee and Lucy B. Hughes. She ministered in Milwaukee, WI, receiving leadership and biblical training at Greater Utopia Church. In 1991, she joined Apostle Pastor Sam and Pastor Lazonnie Belton, serving for over two decades. After ordination, she expanded her ministry across the U.S. and internationally, developing a prophetic gift through the School of The Holy Ghost.
Her passion for the supernatural led her to further studies at New Wine International School of Signs and Wonders. She founded Dreaming Out Loud, an annual dream interpretation workshop. In 2014, after losing her eldest son, Mario Michael Brown, she established Heal Our City Inside-Out Inc., a nonprofit addressing gun violence, grief counseling, and funeral assistance.
A talented singer and songwriter, Pastor Elaine leads Heal Our City Inside-Out Ministries in Milwaukee, dedicated to equipping believers with Kingdom principles and the teachings of Jesus Christ.
Pastor Lloyd moved to Milwaukee in the early ’90s, where he attended Spirit of Truth Worship Center under the pastoral leadership of Apostle Sam Belton and his wife, Pastor Lazonnie Belton. He accepted his calling as a pastor alongside his sister, Senior Pastor Elaine D. McCarty.
In addition to leading the men’s ministry, Pastor Lloyd is a visionary designer, creator, inventor, and entrepreneur. His passion for ministry is deeply rooted in his faith and commitment to masculinity, both as a devoted father and husband. He firmly believes that men should love their wives as Christ loves the Church and that leadership is not just a calling but both a spiritual and natural responsibility.
Pastor Jackie, born and raised in Chicago, IL, later relocated to Milwaukee, where she served under the pastoral leadership of Apostle Sam Belton and Pastor Lazonnie Belton. She is the lead intercessor at Heal Our City Ministries and an associate pastor alongside her sister and brother.
As the instructor of Hidden Manna, a bi-annual mandatory course for aspiring leaders and the recertification of current leaders, Pastor Jackie is deeply committed to equipping and strengthening God’s servants.
Passionate about intercession, she fervently prays for both individuals and the nation. She is a relentless warrior in prayer, leading an annual Warfare Prayer Conference at the ministry. She firmly believes in the Father, the Son, and the Holy Spirit, as well as the divine power of the fivefold ministry.
Pastor Jackie’s strength is rooted in her unwavering faith and the resilience of motherhood as she continues to navigate life after the loss of her beloved husband. Despite challenges, nothing deters her from fulfilling her calling in ministry and excelling as a dedicated instructor.
